As a smoke test of the launchpad's status it would be good to have a minimal
HTL test, like we do for JSPs. The majority of tests will remain in the sightly
project, but e.g. for Java 9 it is very convenient to have some HTL tested.
The HTL tests don't follow the latest development snapshot and that's a good
thing - they aim for stability.
