After looking at the Sightly IT more closely I am pretty sure we are not
looking at an occurrence of SLING-7421. Basically SLING-7421 was to support
more than one basename for the same dictionary. If I look at
https://github.com/apache/sling-org-apache-sling-scripting-sightly-testing-content/blob/master/src/main/resources/SLING-INF/apps/sightly/locales/de.json
and
https://github.com/apache/sling-org-apache-sling-scripting-sightly-testing-content/blob/master/src/main/resources/SLING-INF/apps/sightly/locales/de_finance_basename.json
both don't set multiple base names. Maybe we are running into another bug
here? For sure we should add an according IT in the i18n bundle, but I am
really unsure what goes wrong here and under what circumstances we see wrong
values being returned. So right now it is impossible for me to correctly judge
the impact...
