Yes exactly. But even after having this one fixed Sightly is making wrong
assumptions on what key is returned in its IT (and other consumers might as
well). I think the semantics in
https://sling.apache.org/documentation/bundles/internationalization-support-i18n.html#resourcebundle-with-base-names
are kind of unexpected and we should discuss whether we should change those.
