Currently, the {{VaultDistributionPackageBuilderFactory}} can be configured to
persist packages either on the FS or in the repository. For custom agent
implementations, the package storage can be implemented with an external
service. For those cases, we need to produce packages in memory and let the
agent persist the package if needed.
