[~marett] you are right, ideally we should not have ghost packages, it is
obvious that this situation is an anomaly. However, I think that should be
tracked in another issue: "investigate and avoid ghost packages", but we should
also have a more robust treatment when these cases arise because such a package
blocks the entire sync.
