{{InitDelayingTopologyEventListener}} doesn't fit into any other discovery
bundle ({{base}} depends on {{commons}}, {{support}} contains a single
component and the API bundle is quite uncluttered), so I tend to copy
{{InitDelayingTopologyEventListener}} (without deprecated methods and support
for logger) into {{event}} bundle itself. [~cziegeler], WDYT?
