Resolution: Fixed
I've enabled artifact publishing for the "reference" build in each build (
usually Java 8 if multiple jdks are defined ). This was disabled for
performance purposes but it makes sense to enable to by default since it breaks
functionality.
To make sure the links are calculated properly you need to trigger a build of
the downstream job, and then the next build of the upstream job will work as
expected.
