I think the idea is that for a sizeable contribution the ASF wants to have
iCLAs for the people who will continue to work on it. If the code authors are
Apache committers that's automatic.
bq. Remind active committers that they are responsible for ensuring that a
Corporate CLA is recorded if such is required to authorize their contributions
under their individual CLA.
This is just a reminder, for those same people, that it's often good for them
to be listed on their employer's cCLA, if they have an employer.
