Fixed starter to use the

from org.apache.sling.starter.content and removed
sling-org-apache-sling-starter-startup in
[a16fb43f1d0|https://gitbox.apache.org/repos/asf?p=sling-org-apache-sling-starter.git;a=commit;h=a16fb43f1d0333f74b066844e0377d93ca1e1e08].
Also upgraded to latest Felix HC bundles and reassigned a few bundles to
slightly different start levels in order to achieve good results even without
having SLING-8355 fixed (can be done later, but the current version works well
enough).
