Fix For: Feature Model Launcher 1.0.8
If the "featurelauncher" persistence manager for configuration admin is used,
the persistence manager is only registered if OSGi configurations are contained
in the launched feature model.
This means, if there are no configurations, than no peristence manager is
registered which in turn prevents configuration admin from being registered
The persistence manager should be registered independent from whether
configurations are available or not.
