The OSGi installer is synchronized, while it is installing something, it will
wait to process new found resources. So this should work out of the box
If it doesn't then it might be hard to implement as the CP installer gets one
package after the other. It could block jcr installer during that time. But
once the CP is installed, the JCR installer will report new bundles etc. to the
OSGi installer - and in parallel the next CP might get processed.
