[~olli] - yes, technically we could ignore just the X.Y.0 version. Not sure if
it's worth it though. I think generally it's a good idea to follow the bnd
recommendations in terms of bundle versioning, but not everyone does so. We can
do that, but let's start with another discussion, this is basically about
unblocking the use of bnd baselining plugin.
