[~klcodanr] - Well, the tooling suffers from the same issues as a human - we 
simply assume that whoever is sending the email is the proper owner of the 
email address. To make it clear

requirement. Although most of the PMC members use their @apache.org address, I 
don't think we should enforce it. I found nothing about it on 
http://www.apache.org/legal/release-policy.html .

In the end, this issue is about is a tooling problem,
