In some cases the replication_journal_availability metric reports that journal
is available but replication does not work.
In these cases a typical indication was that the publisher does not see any
queues or not all queues.
So I would like to introduce a metric of the number of queues the author sees.
We can then create an alert based on it that triggers if the number of queues
stays below 2 for a certain time. (1 golden master, 1 publish).
