Right now when a bundle is installed outside of a feature model, it ends up not
being in any feature at all, which means that it will not be able to see any
APIs exported via API Regions other than the {{global}} region.
We should have a mechanism to configure the API Regions runtime fragment to
have such bundles that are installed outside of a feature associated with one
or more API Regions.
