Currently SusbscriberIdle status is RED when waiting for a PreCondition.
One case from AEM is that the golden publish master has a blocked queue
(constantly failing package).
In such a case it does not make sense to delay the readiness of instance.
So Subscriber should report idle while waiting for a PreCondition.
