Fix For: Content Distribution Journal Core 0.1.10
When the PubQueueCache is closed, the underlying head poller (RangePoller) is
not closed. This issue will only manifest when the cache is closed before the
an historical page has been completely fetched. This situation can happen when
throttling can happen at the journal level.
