Summary: JobManager findJobs doesn't return hits when Templates
are used

When you try to search a job with the use of a Template no hit is found. Though
it is known to be present.
A mistake in the encoding of the build query, prevent the proper detection of
the operands to use.
Suggested a Test Case and Fix with the attached patch
