Fix For: Content Distribution Journal Core 0.1.12
Status messages are emit by editable subscriber agents. Multiple editable
agents may exist at the same time, e.g. when replacing services using a rolling
update strategy. Different editable agents may evolve differently and thus the
status messages are not interchangeable.
This issue tracks
1. Identifying the subscriber agent producing the status messages
2. Extending the staging precondition to filter by subscriber agent
