When a bundle is tried to be resolved, the features its in (based on bundle
location) is cached.
Now, when such a bundle is not in a region and resolving fails, but later on a
configuration is provided (through the managed service factory), which puts the
bundle into the region, the cached information is not updated and resolving
still fails
