Release Installer Packages Factory 1.0.4?

Hi,
https://issues.apache.org/jira/browse/SLING-9422 is an important
usability improvement and removes the need for a loginAdmin mapping in
the Sling Starter.

I would like to start a release vote tomorrow, unless someone else
objects.
