Fix For: Feature Model API Regions Runtime Fragment 1.1.4
The API Regions runtime fragment reports which candidates were removed, but
only if there are no candidates left.
If there are still candidates, but candidates got removed, it should still log
these, but at the DEBUG level rather than warning.
