Fix For: JSPC Maven Plugin 2.2.2
The JSPC Maven Plugin creates a TLD cache internally, but the TLD files can
only be referenced via a {{web.xml}} file in the current project. However, the
plugin should also search the TLD files on the file system, by looking at a
{{META-INF}} folder in the classpath.
