I don't think this is a regression, its a new requirement for the installer -
alongside with the OSGi converter etc. I don't think its a good idea to embed
as this will create problems down the road. If there is a bug fix for cm.json,
it can't simply be fixed by updating that bundle but needs an update to the
installer.
