The idle check is implements an heuristic to allow a subscriber to catch up
with packages before being activated. The heuristic considers a subscriber to
have catch up when its importer has been idle waiting for new package to import
for more than 10 second.
In case of failures to import a package, the idle check never turns idle unless
the package gets removed from the queue. Removing the item from the queue is
not a sensible option for automated tests. We should improve the heuristic to
cover those cases. The idle check will be extended to turn green when the same
package has been retried 10+ times.
