For 9, shall we remove logic associated with legacyCloud=true?
https://issues.apache.org/jira/browse/SOLR-8256 this was set to true for
7.0.  Since that is before our current 8.x release, this means it's already
not possible to go directly from legacyCloud to 9.  Consequently we can
delete the vestigates of this in the codebase?

We have no javadocs on what this boolean even means.  I did find a note in
the 7.0 upgrade notes:

The legacyCloud parameter now defaults to false. If an entry for a replica
