It is practically automated, much thanks to Jan. The releaseWizard really
takes almost all of the effort out of doing the release. There are steps
that have to be manual, so we can't automate everything, but it is really
straightforward.
Also all of this work is due to the massive changes we have in 9.0. Because
we have so many improvements, not all of the build steps could be automated
in time. For future releases this won't be a problem (at least for these
features)

 - SOLR-15941 I think, is about getting Jenkins to publish the RefGuide to
