I ran into the same (or a very similar) error earlier on in the
release process (I'm also on an M1).  I think the issue in my case was
either that I was running a golang version other than 1.17 (the
operator build is very picky about the golang version), or I had an
AMD (i.e. not ARM) binary installed.  Might not be quite the same for
you, but figured I'd share in case it helps!
