Was chatting with folks about SOLR-16368, which starts migrating tests over to 
the Http 2 Solr client, and someone mentioned that until we get to Jetty 10, 
and the impending bug fix that will probably only show up on Jetty 10, that 
this PR will potentially increase flakiness of our tests.

So...   Whats the plan for us to get to the Jetty 10?   Is this something that 
we can do in a point release, say in 9.2?   Or do we have to wait for Solr 10?

I was hoping to get these changes in for both Solr 10 and Solr 9, but maybe if 
it's tied to Jetty 10, and that is tied to Solr 10, then it needs to just go to 
main???
