This will send an email to the PMC, and usually someone will approve it fairly quickly. This approval process is intended to weed out folks who think Jira is a good place to ask questions and folks who think it is a support portal. Make sure to add a note that indicates that you are looking for access so you can help fix bugs or provide features for Solr.
