I'm against making large-scale API changes in the 3.x tree at the moment. The PMS thing does suck, but it's what we have for now. I'd like to focus on getting 3.0 stabilized, and deal with the more pressing issues for 3.1. If we can do the break-up w/out affecting API, then 3.2 may not be a bad choice.
