Per bug 3825, if a rule includes invalid RE, it will be included in the
configuration, and then cause a
whole set of rules to bomb when the RE isn't parsable by perl.
Before we accept a rule into the configuration, it should be verified to be
valid, or at least mostly valid,
depending on how paranoid we decide to be as a group. ;)
