When no rules are hit, _TESTS_ results in "none". However, _TESTSSCORES_
results in blank output ("").
ie:
add_header all Test tests=_TESTS_ testsscores=_TESTSSCORES_
and no hits equals:
X-Spam-Test: tests=none testsscores=
