This is almost solved... all plugins have to do is use dbg() and a debug set
is implicitly created. The only minor issue is that we don't have an API
for plugins to check whether their debug set is enabled. They can check
$Mail::SpamAssassin::facilities{$facility}, but that seems non-optimal and
it might be better to force plugins to use some function call.
