Hmm. Is this at least partialy handled by other changes made by SA 3.0?

Admittedly it's not done as a tflag, but you have bayes_ignore_from and
bayes_ignore_to. And rules can be tflaged as noautolearn so they aren't used in
learning calcs.

This isn't quite as flexible as having a tflag that allows a rule to bypass, but
the from/to bit is helpful and a bit easier to configure for most users than
creating a whole rule.

Perhaps there should also be an awl_ignore_from and awl_ignore_to as well, just
to round it out.
