2.6x had MIME_BASE64_ILLEGAL, which was useful for cleaning out such messages
before they hit the users inbox. I had(probably have again) a problem with such
messages causing Outlook and Outlook Express to break a pop3 connection. I would
like to see MIME_BASE64_ILLEGAL return.
