I suppose that an unprivileged port was needed so that the tests could be run by normal users. The port is defined in file t/SATest.pm. So either check for something using port 48373 or change the test port to something else and try again. In any case, this is probably not a bug in SpamAssassin, but rather something somewhat unusual in your system.
