I did some more Googling to see if *anybody* talks about this bug and was
surprised to find nothing for such an egregious problem.

Just before I gave up I stumbled on what might be a related thread in a Cygwin
mailing list.

I have to read ovedr the full thread to see if it really is the same problem, as
so far I have just skimmed it. But the resolution to that problem is here:

"However I found source of bug.  Norton Internet Security was messing
with sockets.  Removing NIS related entries in
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run\ and rebooting did
solve problem.  So, bye bye NIS, will have to tighten ifpw instead."

I have to leave right now, but will dig into this later.
