The domain has never been on SC. We have seen several reports of intermittent
SURBL FPs where the domains were never on any SURBLs. I'm not sure this is a
case of it, but it seems there may be some kind of transient error that triggers
FPs. I'd look at things like: what does SA do when a RBL lookup times out, etc.
These kind of intermittent errors are nearly impossible to reproduce.
