submission of RULES

I've recently made some modifications to previously submitted 
JAPANESE_UCE rules.  I've witnessed a sort of obfuscation recently and 
have adjusted the rules accordingly.

Also, i've noticed that in the case where the sender obfuscates the 
subject, they include the non-obfuscated UCE tag in the body.

After reading the WiKi, it appears that this list is the appropriate 
place to submit these.  Please correct me if I'm mistaken.
