If it is a second or two, a progress bar is a waste of effort, and might end up even slowing the process down. :-( OTOH, if we are talking 10 seconds or more, and maybe 10 lines or more in a typical file, then I'd think running wc on the file to get the linecount and feeding that to the progress bar logic would be a pretty simple way to get the overall progress size. Last I looked wc was pretty quick. It could result in the file ending up mostly in cache. But I don't see that as a problem, as SA (or whatever) will soon be reading that data anyway.
