Also agreed.  Using SA lists initially will open up the project to
people already interested in the area.

I think Henry has done a good job putting together a worthy proposal.
What is needed now is critical mass.  What I want to avoid is the PMC
creating a subproject ... and being asked to destroy it in 12 months
time due to inactivity.  I don't want us to stall or anything, just have
some reasonable confidence level.  :-)
