Done that many times.

First of all, all mail on the server was forwarded to another server.
There was no user-specific processing done.  The whitelist_from was
added to a file called /etc/mail/spamassassin/outgoing.  The score was
readjusted for -200. Some users would have an adjusted score back of
somewhere around -200 where others would only be -3 or so.
