The sender intended to send an image file with no comment. I think clients nowadays insist on the attachment model. We know this could have been one part, but the client had to make it a blank plain part, a blank html part, and then an image part. Ugh. The test is useful in catching the spam with different randomized junk in the plain and html parts.
