the advance fee rules.

I'd definitely those, maybe drop a few of the ones in SVN
afterwards (keep the number of body rules constant or lower).  The advance
fee rules are a bit tricky since there are so many, I ended up writing a
program last time around (maybe I should have kept it) to determine which rules
could be dropped without lowering efficacy.
