It's not altogether unlikely that someone might send you an email with quotations in a language which is not in your preferred languages list -- maybe just a quote of something somebody said, with a translation for those who don't understand the language (I imagine a lot of technical organizations have this when local first-level support forwards a case in their local language to second-level support, where everything substantial is typically required to be in Engish and/or the language of the mothership organization). This would also mean that the rule ought to work out of the box, without any local configuration.
