After two cases of URIBL_SBL being tripped on messages without any URI, I 
found that it was being tripped because of a persons email address was in the 
message.  Even though the person email domain wasn't listed on SpamHaus's SBL, 
the domain uses a ISP's name server as secondary and that name server is on 
SpamHaus's SBL.

I narrowed it down by sending test messages with excerpts of the message 
body.  If I send a message that only contains 

[EMAIL PROTECTED]

then the URIBL_SBL test would be tripped.  Based on discussions in the list, 
it was recommended to submit this as a bug because the test shouldn't be 
checking email addresses or mailtos.
