I have an escallating set of ToCc rules I use to count the number of recipients, and anything over 5 is getting pretty spamish, and anything over 8 is absolute guaranteed spam. I've never had an FP with this. I don't expect to ever have one either. SA is at least partially about having rules with tunable choices. Having an eval rule that will return a score based on the number of recipients and some user-supplied multiplier (which could be zero) is still a good idea, even if there are places it won't work. There are places net tests won't work, and SA supplies those because there are other places they work very well.
