I'm +1 on not having URIBL's requested for mailto domains, but I don't want the uri_to_domain() code to make that decision. uri_to_domain's purpose in life is to get you the domain from a URI, which is valid for mailto. What we should do is not bother calling uri_to_domain() from the URIDNSBL plugin if the URI is a mailto... I'm going to change 3.1 to do this, and put up a patch in a minute for 3.0.
