It seems like there are only two major things holding up 3.1.0:

 - some spamd issues
 - ReplaceTags vs. the obfuscation eval

My proposal is this:

 - do a pre-release this week with an eye towards getting some early
   testing in place since there's a lot more going on than just those
   two things
 - close remaining major bugs this week and next
 - aim for a pre-release next week that will be used for mass-checks

I've been trying to move as many non-critical bugs as possible into
3.2.0 and 3.1.1.  Only 20 bugs remain for 3.1.0 right now.
